Building Licensing & Rules in Victoria
Important regulations and resources to help you hire with confidence in Victoria.
Domestic builder registration
Anyone performing domestic building work costing more than AUD 10 000 or requiring a building permit must be registered with the Building and Plumbing Commission. Registration classes include Domestic Builder Unlimited, Manager and Limited. Only individuals can register; applicants must nominate the class, supply qualifications and experience evidence, pay fees and hold insurance.
Domestic building insurance (DBI)
For building work valued over AUD 16 000, the builder must obtain domestic building insurance and provide the certificate to the homeowner within seven days. Work cannot commence, payments cannot be accepted and the contract cannot be enforced until insurance is in place. DBI covers incomplete or defective work if the builder dies, disappears or becomes insolvent.
Major domestic building contract
Building work over AUD 10 000 requires a written major domestic building contract meeting the Domestic Building Contracts Act. The contract must include the scope of work, fixed price or cost-plus clauses, start and completion dates, progress payment schedule and details of domestic building insurance.
Building permit obligations
Building work must not start without a building permit. Homeowners must ensure both planning and building permits are obtained. A registered building surveyor assesses plans for compliance with building regulations. When the builder applies on the owner’s behalf, the owner must appoint the building surveyor and give written authority.
Work health and safety plans
For projects costing AUD 350 000 or more, the principal contractor must prepare a health and safety coordination plan before work begins. Workers must receive OHS induction training and safe work method statements for high-risk tasks. Builders must comply with the Occupational Health and Safety Act 2004 and regulations.
