Domestic builder registration
To contract for domestic building work involving solid plastering and rendering, you must be registered with the Victorian Building Authority as a ‘Domestic builder (limited to solid plastering and rendering)’. The scope includes applying plaster or render to interior and exterior surfaces and installing decorative mouldings.
Experience and qualifications
Applicants for the domestic builder (solid plastering and rendering) registration must demonstrate at least one year of relevant experience and hold a Certificate III in Solid Plastering (CPC31020 or CPC31011) along with business management units.
Single-task exemption
If you only perform one trade, such as plastering, painting or tiling, and do not undertake other domestic building work, registration is not required regardless of contract value.
Domestic building insurance
Builders must obtain domestic building insurance before entering into an insurable domestic building contract. The Ministerial Order requires a policy to be in place for contracts where the domestic building work price exceeds the threshold (currently $12,000). The policy must be issued before any payment or work commences and a copy must be provided to the owner.

Rendering must comply with the National Construction Code. Render applied to walls required to be non-combustible must also be non-combustible.
